Foor to resign post on Queen Anne's planning Commission

CENTREVILLE - The chairman of the Queen Anne's County Planning Commission notified the county commissioners he will resign when the planning commission votes on the county comprehensive plan.

Dr. James Foor moved to Lewes, Del., in September. At the Nov. 6 county commissioners meeting, Chester resident Elizabeth Eckhardt said Foor should resign because he no longer lives in Queen Anne's County or even in Maryland. The commissioners said it was important for Foor to stay on the planning commission until the panel completes its review and recommendation on the updated comprehensive plan.

"As a result of my recent move to Delaware and the subsequent public perception issues involved, I believe it is the appropriate time to formally notify you of my intention to resign from the Planning Commission," Foor wrote in a Nov. 15 letter to the commissioners. "It is my intention that my resignation would become effective immediately following the Planning Commission's favorable recommendation on the pending Comprehensive Plan to the County Commissioners."

Foor wrote that the planning commission's recommendation on the comprehensive plan is expected in the next 45 to 90 days. Foor offered to remain on the planning commission "in a non-officer role" if the commissioners felt his membership on the panel would have value to the county.

Eckhardt, who attended the Nov. 20 commissioners meeting, urged the commissioners to accept Foor's resignation. "For a planning commission member, you should be a resident," she said.

Chester resident Mike Koval agreed, saying an out-of-state resident shouldn't have a say in what's happening in Maryland.

The update of the county comprehensive plan is an "extremely complicated process" and it would be unfair to the remaining planning commissioners members to bring a new person on board near the end of the process, said Commissioner George O'Donnell.
