| 2001 draft water and sewer plan rejected |

| CENTREVILLE - An updated master water sewer plan for Queen Anne's County won't be approved until technical and legal issues are examined more closely. The county commissioners, following a recommendation by chief county engineer Alan Quimby, voted Tuesday to reject the county's 2001 draft master water and sewer plan. The 1996 plan will remain in effect. |

was granted 44,972 gallons per day capacity in the county's wastewater
treatment plant and 28,202 gpd of public water capacity. Kent Island Commons
would be located on the southwest side of U.S. Route 50 and Maryland Route
8, near the Chesapeake Bay Bridge. The development would include a Wal-Mart
store, a hotel and conference center, offices and restaurants.
The commissioners approved the sewer and water allocation for Kent Island Commons in May 2001, but they also appealed Sause's ruling to the Maryland Court of Special Appeals. The circuit court ruling on Kent Island Commons is "affecting the county's ability to make policies" concerning sewer and water allocations, said Commissioner George O'Donnell. Quimby advised the commissioners to wait at least until the county's updated comprehensive plan is adopted before they consider adopting an updated master water and sewer plan. The main difference between the 1996 plan and the 2001 draft plan is the mapping in the new plan shows areas designated for public sewer service. Quimby said complicated technical and legal issues must be addressed before the draft plan is approved. For one thing, county staffers are not clear what obligation the county has in providing sewer service to newly mapped properties in the plan. "It's fair to say that Kent Island Commons brought it to our attention," said Quimby of the legal issues that have to be looked at. ©The Star Democrat 2001
