By THE CAPITAL EDITORIAL BOARD KENT ISLAND MADNESS -- If you live on Kent Island and read articles about the governor's Smart Growth program, you have to be wondering how the Queen Anne's County commissioners can be approving plans for massive growth. Smart Growth looks to be Gov. Parris N. Glendening's claim to fame after he leaves state government. The program encourages growth in already-developed areas, rather than in undeveloped rural areas. It's basically an attempt to control urban and suburban sprawl across the state. Kent Island is hardly one of those developed areas. But the county commissioners have granted preliminary approval for a 1,350-home development in Stevensville. It is the largest ever planned for the island, but hardly the only one. Others are in the pipeline. Given
the size of these projects and their certain impact on Kent Island, they
hardly sound like "smart growth" to us.
