The Kent Island Defense League has notified the Queen Anne's County Circuit Court of its intention to appeal the ruling that County Ordinance No. 01-01 is not subject to a citizen's referendum. 

This County Ordinance amended Chesapeake Bay Critical Area maps for the Chester/Stevensville area to allow 273 acres of Resource Conservation Area and 79 acres of Limited Development Area to be reclassified as an Intense Development Area. These map changes would allow the construction of 1,350 housing units in the Chesapeake Bay Critical Area. This "growth allocation" is the largest in Maryland history.

In September 2001, the Kent Island Defense League spearheaded a citizen's referendum petition drive to place Ordinance No. 01-01 on the ballot at the November 2002 general elections. During a 6 week period, volunteers collected over 4,400 signatures (approx 20% of the registered voters in the county) who would like to vote on the issue. 

Queen Anne's is a Home Rule county under Article XI-F of the Maryland Constitution. The Kent Island Defense League believes Ordinance No. 01-01 is subject to a Citizen's Referendum Petition and will present its position in the Courts of Appeal in Annapolis.

The Kent Island Defense League is a volunteer organization of concerned citizens created in November 2000.  Its operation is solely funded by citizens' contributions.
